Free option for PDF-to-HTML:
If you don’t have Adobe Acrobat Professional (to save the PDF file in an editable format), try this simple workaround: send a PDF attachment to an email message that you send to a gmail account, open the attachment as HTML, and then copy the nice clean source code. You will need to manage the images manually.
